I would think so. Try putting the inscription of your choice on it and see what happens.

I would assume theyre like tormented weapons. Since tormented weapons are inscribable, then destroyers probably are.

I did check the Wiki, but all it says is this:

Staff
Halves skill recharge of spells (Chance: 20%)
Energy +10
<type> Dmg: 11-22 (req. 9 <linked attribute>)
Inscription: "Hale and Hearty" Energy +5 (while Health is above 50%)

Very easy to check for someone that has a Destroyer Staff:
Doubleclick on an Inscription, click on staff - if you're asked for confirmation it works! (remember to cancel )

The description says it all. Any weapon that has "Inscription: " in the stats is inscribable. That signifies that it has an inscription slot. Any inscription can be overwritten, there's no middle ground.

Not necessarily, think about "The Bison cup".. It says Inscription: too.
Sorry mate, cannot confirm if it can be replaced or not on destroyer staff...


Edit:

Darn sure wannabe m0riz... but thats still just speculation...
Someone really need to confirm this...
