I would think so. Try putting the inscription of your choice on it and see what happens.

I would assume theyre like tormented weapons. Since tormented weapons are inscribable, then destroyers probably are.

I did check the Wiki, but all it says is this: Staff Halves skill recharge of spells (Chance: 20%) Energy +10 <type> Dmg: 11-22 (req. 9 <linked attribute>) Inscription: "Hale and Hearty" Energy +5 (while Health is above 50%) Very easy to check for someone that has a Destroyer Staff: Doubleclick on an Inscription, click on staff - if you're asked for confirmation it works! Not necessarily, think about "The Bison cup".. It says Inscription: too.
